Procurement case study<\/span><\/strong><\/p>\n\n\n\n

1. Local suppliers<\/strong><\/p>\n\n\n\n

NHS Lothian are using our influence as an Anchor Institution to support our local economy by using procurement approaches which enable local suppliers to access opportunities more easily.<\/p>\n\n\n\n

NHS Lothian often uses existing public sector procurement frameworks to purchase goods and services, however we know that many local businesses do not participate in these frameworks.<\/p>\n\n\n\n

Therefore to enable local businesses to bid for work, our procurement team have taken a proactive approach to identifying upcoming tenders for services which could be delivered by local businesses rather than a framework supplier. When a suitable opportunity is identified, the procurement team actively approach the market directly, to encourage and support local suppliers to bid for the work.<\/p>\n\n\n\n

Recently, this approach enabled local businesses to bid for work under our own Trades Framework, which covers electrical, plumbing, building and roofing. As a result, 29 local businesses entered bids, and will be able to undertake work for us estimated at \u00a31.5-3m over the next couple of years.<\/p>\n\n\n\n

2. Oat milk<\/strong><\/p>\n\n\n\n

NHS Lothian are proud to announce that they will be introducing the use of Brose Oat milk into the following coffee outlets:<\/p>\n\n\n\n

The Howden at St John\u2019s Hospital, Aroma at the Western General Hospital and Aroma at the Royal Infirmary Edinburgh<\/p>\n\n\n\n

This is a positive step. The popularity of Oat milk is rising, and our outlets are seeing an increase in demand. Brose oat milk has the additional advantage of being gluten free which means that it is free from all 14 of the regulated allergens. Brose oat milk also has no added sugar or saturated fat.<\/p>\n\n\n\n

Brose is a local company based in East Linton and is committed to creating local jobs, providing training and work experience for the disadvantaged and disabled.<\/p>\n\n\n\n

Brose oat milk also has positive sustainability achievements as oat milk emits less Co2 than dairy milk, it is delivered in recyclable plastic bottles and it is delivered through a local distributer \u2013 George Andersons.<\/p>\n\n\n\n

The company also currently supply \u2013 Edinburgh University, Queen Margaret University, Scottish Government and the Balmoral hotel.<\/p>\n\n\n\n

We plan to launch the use of this in the above outlets in July 2025.<\/p>\n\n\n\n

Commissioning locally<\/span><\/strong><\/p>\n\n\n\n

NHS Lothian commission third sector partners to deliver welfare advice services across six acute hospital sites. There is at least one site within each local authority area of Lothian. As part of a commitment to supporting the development of the local supply chain, the contract for the work was divided into four lots, one for each local authority area. This ensured the opportunity for local providers to be able to bid on the project in their respective area and lessened the likelihood that national organisations would be interested.  This approach has resulted in a partnership between NHS Lothian and four locally based welfare advice organisations. Not only is this providing much needed welfare advice services in NHS Lothian hospitals, it also ensures a consistent offer of support following discharge where required and good links across other sources of support in the area.<\/p>\n\n\n\n

Hospital based welfare advice services<\/span><\/h5>\n\n\n\n

NHS Lothian work in partnership with specialist advice providers in the third sector to deliver income maximisation and welfare advice and support in a number of our acute hospitals. This includes the Royal Infirmary of Edinburgh, Western General Hospital, Royal Hospital for Children and Young People, St.John’s Hospital, Midlothian Community Hospital and East Lothian Community Hospital. This work is funded by the NHS Lothian Charity.<\/p>\n\n\n\n

From start October 2022 to end March 2025 the following has been achieved:<\/p>\n\n\n\n

New clients supported – 2986 across the 6 sites.<\/p>\n\n\n\n

Total client financial gains (extra money in people’s pockets) – \u00a33,385,182.93<\/p>\n\n\n\n
